Economic impact, benefit-cost, and freight analysis for the highways, bridges, interchanges, transit lines, and intermodal facilities that connect Great Lakes region economies — the economics behind the engineering, from planning through post-construction.
Transportation infrastructure is where Dean Prestegaard built his career. As Economic Development Chief at the Wisconsin Department of Transportation, he directed the Wisconsin State Freight Plan, a passenger rail study, and a Wisconsin intermodal study, administered transportation grant and loan programs, and managed transportation-based tourism programs. As a Senior Economist at HDR, he worked with project teams nationwide on economic analyses and federal grant applications for highways, bridges, transit, and intermodal facilities.
Today, DMP Development Analytics brings that experience directly to state departments and agencies, regional planning organizations, local and regional governments, and the engineering and planning firms that serve them — with a focus on the long-term economic consequences of transportation decisions for the businesses, workers, and communities that depend on the network.
Effects of transportation investments and alternatives on regional employment, output, income, and tax revenue, including NEPA-supporting economic analyses.
Benefit-cost analyses that meet federal discretionary grant guidance and support project prioritization and alternatives evaluation.
Freight network dependencies, freight-intensive industry analysis, and state and regional freight planning support.
Market and redevelopment analysis along transit, freeway, and arterial corridors, including freeway removal and reconfiguration studies.
Economic analyses for competitive programs including Reconnecting Communities, the Bridge Investment Program, and RAISE.
Visitor spending and access analysis for scenic byways, rural road programs, and destination corridors.
DMP Development Analytics engagements, together with prior work completed by Dean Prestegaard at HDR and the Wisconsin Department of Transportation.
Projects labeled HDR were completed by Dean Prestegaard as Senior Economist, HDR Inc. (May 2022 – June 2024). Projects labeled WisDOT were completed as Economic Development Chief, Wisconsin Department of Transportation (2016 – 2022).
The same discipline now applies to the electric grid. Transmission corridors, generation siting, data centers, and municipal utilities raise the questions transportation planners know well: who benefits, who bears the costs, and how the investment changes a region’s economic trajectory.
Economic justification, benefit-cost analysis, and freight studies for project development and federal submissions.
Regional economic analysis for long-range plans, corridor studies, and capital prioritization.
Fiscal and economic analysis supporting local transportation investments and grant applications.
Specialized economic analysis as a teaming partner on transportation projects.
Whether you are scoping a corridor study, comparing alternatives, or preparing a federal grant application, we would welcome a conversation about the economic analysis that will support the decision.
